  27. The ROSWELL-INITIATIVE is an attempt of rational thinking people
  28. to find answers in a matter which others regard as irrational:
  29. about UFOs, the secrecy of the Government and especially about
  30. the ROSWELL-INCIDENT of 1947. Since the Roswell-Initiative
  31. started in May 1994 worldwide, it has become one of the most
  32. important efforts in the area of serious UFO research ever since.
  33.  
  34. The founders of the Initiative proudly present support of a very
  35. special kind. It is a letter of Robert Wood, Ph.D., which was
  36. originally dedicated to all members of the Society for
  37. Scientific Exploration (SSE). In this letter Dr. Wood encouraged
  38. the member of the SSE to sign the Roswell-Declaration. The
  39. letter now is part of the material which is distributed with the
  40. Declaration. The SSE is an organization of more than 400 highly
  41. qualified scientists. Dr. Wood is physicist, member of the board
  42. of directors of the SSE and recently retired from his occupation
  43. at McDonnell Douglas Corporation.
  44.  
  45. The central document of the Roswell-Initiative  is the
  46. "Roswell-Declaration". It represents an appeal for an Executive
  47. Order to end the secrecy held by the Government on information
  48. regarding UFOs and extraterrestrial intelligence. The
  49. Declaration is not a document of a personal view or belief. It
  50. is an active support of an Executive Order to change the law.
  51.  
  52. The Initiative has grown into a major grassroots movement.
  53. Thousands of signed Roswell-Declarations, those of hundreds of
  54. scientists included, have been sent to the addresses which are
  55. given below. On a special day later this year the Declarations
  56. will be delivered to the members of Congress and to the
  57. President.
  58.  
  59. To maintain the credibility of the Initiative is of highest
  60. importance. Many who support it are scientist, engineers and
  61. members of other professions in highly sensible positions. They
  62. are no new-age enthusiasts or religious fanatics.
  63.  
  64. In the United States the Roswell-Case more and more comes to
  65. awareness of many people. Kevin D. Randle and Donald R.Schmitt
  66. published their second book on the matter "The Truth About The
  67. UFO Crash At Roswell" (ISBN 0-87131-761-3). The movie entitled
  68. "Roswell" had premiere in 'Showtime'. The U.S. Government
  69. Accounting Office (GAO) continues the research. This is very
  70. important and encouraging for the procedure of an appeal in
  71. Congress. Additionally the Roswell-Declaration was presented in
  72. many television and radio talkshows. So Kevin Randle had the
  73. opportunity to mention the Roswell-Declaration in the 'Larry
  74. King Show' on October 1st 1994. Together with Stanton Friedman,
  75. Dr. Steven Greer and a local researcher he was invited to attend
  76. the show which was broadcasted from a place in the desert not
  77. far away from the enigmatic "area 51". So between 20 to 40
  78. millions of Americans might have seen this.

  80. Another important event was the interpretation and publishing of
  81. the whole Declaration in the October issue of 'OMNI' magazine.
  82.  
  83. The Roswell-Initiative is supported in many parts of the world.
  84. The Declaration was translated in many languages and many copies
  85. have been signed so far. There is special support in Germany and
  86. Great Britain where television shows are in preparation. John
  87. Holman, a well known British researcher, distributed the
  88. Declaration in front of the British Parliament in London. In
  89. Russia the former official Government newspaper, ISWESTIA,
  90. published and article about the Declaration and the Incident of
  91. 1947 to its 1.2 million readers on September 14 and 15, 1994.
  92. The newsletter of the Italian UFO research organization,
  93. C.I.S.U., will publish the Declaration soon, the Danish 'Nyt
  94. Aspekt' magazine published an article and the Declaration in
  95. November 1994. In Germany, several magazines, especially the
  96. 'UFO-KURIER', published many material. Now we here in Germany
  97. are up to start a major campaign towards the mainstream media.

  99. Recently, the 'Newsweek Magazine' called it a "preemptive strike",
  100. the U.S. Air Force published a 23 page report with a huge amount
  101. of appendixes, claiming the debris of Roswell have been the
  102. remnants of a MOGUL balloon. Project MOGUL was a secret program
  103. at that time to measure atmospheric radioactivity originating
  104. from Soviet nuclear tests. Researchers are analyzing this report
  105. and preliminary results show that the Air Force seemed to fail
  106. to solve the Roswell-Incident. There are several inconsistencies
  107. concerning the time and number of MOGUL balloon launches and it
  108. is nearly clear that the debris of McBrazel's ranch was not of a
  109. MOGUL balloon as well as the debris shown on the well known
  110. photographs is not of such a balloon, too.
  111.  
  112. This new Air Force report has special importance because after
  113. the initial "crashed disk" press release and the subsequent
  114. "weather balloon" press release, which represents the greatest
  115. fiasco in military press information policy, the Air Force
  116. always claimed not to have any information about the incident.
  117. Now, after 47 years of absolute silence sudden activities
  118. emerge. They have sent out "researchers" to look for
  119. "witnesses". To make it very clear: the institution that helped
  120. to hide away all the material about Roswell and which has all
  121. information in its files, is sending out agents to interview
  122. witnesses - in 1994. The investigations for this Air Force report
  123. neither have been objective nor complete.
  124.  
  125. Many of the key witnesses, as there are General Arthur Exon,
  126. Glenn Dennis and Dr. Jesse Marcel jr., whose testimony would have
  127. contradicted the Air Force, have not been interviewed.
  128. Furthermore, only to support their own theory, the Air Force
  129. "researchers" suddenly calls in question the credibility and
  130. competency of lieutenant colonel Jesse Marcel sr. and General
  131. William Blanchard who both are no more with us and cannot defend
  132. themselves anymore.

  134. One thing is clear: never before the public pressure concerning
  135. Roswell never was stronger than today thanks to the great and
  136. worldwide increasing support of the Roswell-Declaration. This
  137. pressure caused some nervousness in the Air Force, so one can be
  138. optimistic concerning the future of a solution of the Roswell
  139. Incident. Who in the Air Force has thought to get rid of a
  140. troublesome problem should become set right. Researchers as Stanton
  141. Friedman, Kevin Randle and Don Schmitt will unmask the Air
  142. Force report as what it is: a new cover-up.
  143.  
  144. As it is explained in the basic paper of the Roswell material
  145. "Time For The Truth About Roswell", it would be possible to
  146. unclassify any withheld information - provided they exist - without
  147. violating the national security. A policy of frankness in this matter would
  148. fit the principles of democracy much more than it is the case
  149. with the present Government policy.

  151. If, as it is indicated with the Roswell Incident, information
  152. concerning the existence of intelligent life other than ours in
  153. the universe is withheld from the peoples of the world,
  154. this would represent a grievous abuse of power by those who have
  155. to decide about the national security of the United States. It
  156. obviously would represent a form of censorship in a nonmilitary
  157. subject, a subject concerning our own perspective of the place
  158. of mankind in the universe.
